European defense policy is shifting as France moves to deploy nuclear-capable Rafale fighter jets across the continent. The Wall Street Journal reported on Monday that ten nations are now linked to this effort, which aims to bolster deterrence against Russia. For ordinary citizens in these countries, the change involves new infrastructure, improved communications, and expanded intelligence sharing with Paris. The initiative, termed forward deterrence, seeks to make the French deterrent more relevant to local security concerns.

The coalition includes the United Kingdom, Germany, Poland, the Netherlands, Belgium, Finland, Norway, Sweden, and Denmark. These countries have joined the project at various levels since French President Emmanuel Macron announced the concept in March. Rather than holding joint meetings, France has conducted individual bilateral talks with each partner. Senior defense officials noted that this approach has forced European nations to maintain constant contact with one another to compare the details Paris shared with each group.

Finnish President Alexander Stubb clarified the scope of his country's involvement. "We don't have any plans to put nuclear weapons on Finnish soil in peacetime," Stubb stated. He added that the goal is to create a strategic dilemma for Russia. Stubb described the integration as a ten to fifteen year process, noting that Finland values the access to information and strategic involvement.

The drive for a stronger European nuclear role coincides with declining confidence in Washington. Doubts have grown regarding whether the United States would risk nuclear war to defend European allies. These concerns have intensified as President Donald Trump pursues energy agreements with Russian President Vladimir Putin and increases pressure on Ukraine. French officials argue their deterrent is more credible because France shares a continent and economic continuity with its neighbors. "We share the same geography, we are part and parcel of the same continent," said Chatel, Macron's adviser, at the Warsaw Security Conference.

Norwegian Foreign Minister Espen Barth Eide emphasized that the plan supplements, rather than replaces, existing U.S. guarantees. The nuclear force will remain entirely under French control. To ensure the strategy remains acceptable across France's political spectrum, the size of the nuclear stockpile will now remain confidential. France has also announced it will resume producing nuclear devices for the first time in decades.

The arrangement is designed to appeal to a wide range of French voters, including those aligned with the far-right party of Marine Le Pen. Le Pen's party is currently polling ahead in the race for next spring's presidential elections. This political consideration helps explain the decision to keep the stockpile size secret while expanding the operational footprint of the deterrent.
