Los Angeles Department of Water and Power customers may see changes to their bills and payment options following a board meeting held on Tuesday. The Board of Commissioners is set to review specific resolutions aimed at helping households manage steep electric costs resulting from prolonged summer heat. The agenda includes immediate financial assistance measures and long-term oversight adjustments for the utility.

The proposed relief package centers on a 25% increase to the LADWP energy efficiency rebate program. This expansion would provide larger financial incentives for residents who upgrade to more efficient appliances and systems. Commissioners will also consider an independent audit of the utility's rate structures to determine how future pricing is calculated.

City officials have pushed for these interventions to address unexpected spikes in household expenses. Mayor Karen Bass stated that residents are receiving bills they did not anticipate and cannot afford. She directed the board to consider measures that save customers money and ease the burden of high electric bills, adding that the city can do more to assist families.

Oversight of consumer costs remains a key part of the discussion. Councilwoman Nithya Raman has called for an independent audit of LADWP rate structures and billing practices. Additionally, campaign spokesperson Liz Garcia noted that City Controller Kenneth Mejia has requested dedicated staffing to conduct recurring audits of LADWP operations to ensure ongoing transparency.

Residential customers currently have existing protections in place while these new measures are considered. The department has suspended all residential power and water shutoffs through the end of the year. Under current rules, customers are permitted to pay only what they can afford without facing disconnection for non-payment.

Starting next month, the utility will begin sending more detailed billing information to residential ratepayers. These statements will outline specific household electricity and water consumption patterns. The goal is to help families monitor their usage and reduce monthly expenses by identifying areas of high consumption.

Residents facing high utility balances can apply for established affordability and payment assistance initiatives. The utility offers several programs, including EZ-Save, Lifeline, and Level Pay, to help customers manage their costs. Customers can contact LADWP directly to apply for these dedicated assistance options.
